This despatch being chiefly relative to my duties, as the Governor of Hong Kong and Chief Superintendent of Trade, which are so connected that it is hard to say to which Department they strictly belong, I shall be much obliged by Your Lordship directing that a copy of it be sent to the Earl of Aberdeen.
