To satisfy Her Majesty's Government that there is every fair reason to conceive that the Morrison Education Society will, in due time, perfectly realize the objects for which it was established, and to show that Government encouragement is highly desirable, I have the honor to forward copies of a letter, No 5, and its enclosure, dated the 2nd October last, regarding Chinese lads from the Society who have gone as Interpreters to Her Majesty's Consulate at Shanghai, and who that officer writes me he finds, from the short experience he has had of them, to be all that could be desired in that capacity.

This despatch being chiefly relative to my duties, as the Governor of Hong Kong and Chief Superintendent of Trade, which are so connected that it is hard to say to which Department they strictly belong, I shall be much obliged by Your Lordship directing that a copy of it be sent to the Earl of Aberdeen.
